His name is Ivan Gorelik. He believes that black holes are caused by intense magnetism, not gravity, and that once created, sub-atomic black holes (which he calls "magnetic holes") do not 'evaporate' as they are thought to do under Hawking radiation, but continue to grow forever.

His ideas are pretty thoroughly ripped apart in this thread, by people who actually know physics (which I don't)

The thing about the LHC is that even at maximum power, it will be able to generate only a tiny fraction of the energies that high-energy cosmic rays have when they impact molecules in the upper atmosphere.

If these particles posed any kind of a threat (for example the claim that it will recreate the 'big bang' or create miniature 'black holes') then we would already be seeing this in the upper atmosphere.
