What is his source for this claim? A link to a definition of the Planck length. In fact, I couldn't find a single source supporting his claims that protons are shrinking. The only thing I found was the news that protons might be small than first thought, which in my book is quite different from shrinking.

Or was there any relevant source in that article indicating a shrinking of the protons?
