HAARP is a facility for performing research on the ionosphere. It's really not much more than a radio transmitter. Because certain doomsday proponents find this sort of science difficult to understand, to them it's 'mysterious' and their warped line of thinking therefore concludes that it must be in some way harmful.

To humor you, I found the so-called "report" on YouTube and watched it (assuming you mean "HAARP CBC Broadcast Weather Control"). What an unprofessional, speculative pile of crap. They don't even interview an "ex-HAARP scientist" who says anything like what you've attributed to this nameless person. Where did you get that? Can you actually provide a name, for that matter? They interview an ex-military radio tech turned woo artist, who makes unsubstantiated claim after claim. The other guy is no different. CBC wasn't trying to inform. They were trying to sensationalize.
It seems like their best "argument" is cutting the one HAARP guy's interview so that it looks like he's evading questions. Even if he was occasionally as dumbfounded as he looked, how else is somebody supposed to respond to the outrageous claims the reporter kept bringing up? Weather control? Mind control? A death ray? Let's assume the elusive memorandum mentioned in the report actually existed in an official-but-clandestine capacity, and let's assume some of the initial folks involved with the project really wanted power in the range of 100 billion watts. There's no reason to believe this, but let's roll with it. Do you have any evidence that any such power levels can actually be achieved by the facility? No, you don't. You apparently think they do have access to that much, per your OP, but I'm curious as to where you got that information. HAARP's transmitter power is currently limited to 3,600 kilowatts. Thats 3,600,000 watts, or 0.0036% of the 100 billion watts purportedly required for the diabolical evils claimed by people like yourself.

Moreover, HAARP looks up, not down, and they don't have 30 million watts of power. As with LHC, RHIC and Tevatron particle accelerators, the energies produced by HAARP are dwarfed by what happens naturally in our atmosphere on a constant basis.

I was under the impression nobody in a number of nations and roles showed serious interest in much of his latter work, including his 'superweapons', so if you've got a source to that I for one wouldn't mind reading.
It's one thing to chuck out names and buzz words, it's quite another to show why you're chucking them out. By that I mean HAARP is always referred to by many people, and nobody bothers to look into what HAARP actually does, how it actually works and so on.

Cloud-seeding is real, if that's what you mean, most popular in China. It entails controlled bursts of chemicals in the atmosphere to alter moisture levels, totally unrelated to HAARP or any HAARP-like technology.

No, he didn't. He claimed to, but what he really did was merely invoke the well-known phenomenon of mechanical resonance. Mythbusters dealt with this quite a while back, using Tesla's own specs and some of their own ingenuity. Not unexpectedly, they eventually succeeded in oscillating a bridge, but the results were magnitudes too small to consider the device an "Earthquake Machine." Also, I'm not aware of any means by which the mechanism involved in Tesla's claim can be replicated by the paltry 3,600 kilowatts of radio power emanating from HAARP.

Well, it's nice that you think so, but I only think it should be a crime to burn books that don't belong to you. Reich was probably a nutjob, but his treatment by the U.S. Government was likewise abominable. That said, the mass burning of his books was the product of ongoing post-war hysteria and paranoia, largely symbolic, and the event did not eradicate his body of knowledge from the world.
