Photon Belt

It is made up.

The only place where photo's can move around in a circle is at the event horizon of a black hole.
But it is not a belt, it is flat. And the photon will probably never go around but hit a particle and be absorbed.

And the second problem when a photo hits you it does nothing. You are being hit by photo's by the Sun and when you activate the light-bulb or TV all the time.

Okay so here's the real story. The photonic belt is what holds up Captain Proton's pants in the holo novel that Tom Paris was running on Voyager. As you may recall all holographic objects and items etc are made up of photonic energy. There you see nothing to worry about.

I believe Captain Kirk always wore his Photon Belt whenever he wanted to use Photon Torpedos to fight Klingons.
