Some people on my FB have said that they have seen the moon with a Ice Crystal ring around it. Does this mean bad weather is coming soon?

It tends to happen in colder weather. It doesn't necessarily mean bad weather is coming, it means it's… well, already here, higher up in the atmosphere.

No it doesn't usually have anything to do with bad weather, but where I used to live it meant it was going to snow. It's just ice crystals frozen way up in the atmosphere and the light from the moon is reflecting through them.

Beautiful site; I have seen it here a few times. The last time I saw that very thing I was driving on Sacramento Street in the Cow Hollow area of SF, so I couldn't exactly get my camera out and take a picture which was too bad because from where I was at one point, it was positioned perfectly above and to my left from the Transamerica Pyramid. Plus, it was early December too so the "Crown Jewel" (a 6,000 watt twinkling beacon at the tip of the spire) was lit.

Actually, it's ice crystals in the atmosphere reflecting the light from the moon. As others have said, it happens quite a bit in cold weather. A couple of times, such weather created "pillars" of light from the streetlights in the city my grandparents lived in, because it was so cold. It was really neat to look over the city from the hill they lived on and see all those pillars of light. Nothing at all to worry about.
There are so many different natural occurences we can enjoy on our planet. It is nice to look at them and wonder about them without running around like chicken littles.
